For those who follow the "if it's yellow let it mellow" toilet rule, why doesn't someone create a flush counter to encourage people to flush less?
How about something simple like a stick-on device with a photo eye or lever that sticks out under the toilet handle? I'd buy one and probably buy one for all my friends.
