Most Seniors don't need to go that far. Up the street to the pharmacy, dr's office, grocery store. A Smart Car would be perfect for them.

Let's get real, Seniors are scary drivers.  To minimize their scariness, let's take away what they do most.
1. Hit stuff
--A smart car is teeny and doesn't have a lot of girth, granted we can't see them as well, but it's better than them coming at you with a 3000 lb Buick Skylark from 1991.
2. They can't see
--A smart car has ample windows.
3. Smart Cars top speed is 70 mph
--OK so if they hit you in the farmers market (like the guy with the Buick in Santa Monica), 70 isn't so bad, and if you look at the smart cars design, you can easily roll over to the side of the car once you're hit.

This is America, land of the free. Let them drive what they want. Getting in accidents is an issue, but other than that, they have the right to do what they want. You wouldn't want me to pass a law that says every car must have at least 400 horsepower, would you?

If you made it incredibly cheap for them, they'd probably opt for it over a huge gas guzzler.
