NASA should build a vacuum cleaner for all the space debris.

Been reading about all the junk in space and what a danger it is. NASA should use some of its tech and brain power to build a vacuum cleaner. It could be set to run in different orbits. Perhaps with a rocket to help it shift orbits. I am sure they know where the majority of debris is orbiting at any time. It could dock at the ISS or disintegrate after 5 years.
